Sumario: | Implementation is a relatively new sphere of public policy analysis. Having started in the late 1960’s. This sphere is defined as the set of processes after the political decision phase that are aimed at the concrete realization of the objectives of a public policy. Part of the set of processes for the implementation is planning, which defines the priorities for the implementing agents according to the main objectives and measures of success, set in the regulations made to respond a particular problem or set of problems in society. Some public problems that Latin American countries are concentrated to solve, are related to education. Various policies have been put in place in order to increase the number of graduates from primary school and also increase the number of enrollments in secondary school. But the new obstacle to surpass, is to maintain youth in secondary school and with that aim, complementary educational services are set in motion in many countries of Latin America. One of these services is vocational orientation, which is offered in Argentina by provincial and local governments. This thesis using the case of the Buenos Aires City government program “Estrategia Joven” will analyze the impact of the action plan in the implementation phase of a public complementary educational service, between 2012 and 2017, in its CSEO (Socio-educational-Orientation Centers) project. And how the lack of it can affect a public policy.
